Ambassador Kemal Madenoğlu was born in 1964 in Konya, Turkey. He graduated from Middle East Technical University, Department of Sociology in 1988. Between 1992-1994 he pursued graduate studies at the Sociology Department of the ColoradoUniversity in the US.

Ambassador Madenoğlu started his career as an assistant planning expert at the State Planning Organization in 1989. In 1995 he was appointed as a planning expert. After serving as Director General of Social Sectors and Coordination from 2003 to 2009, Mr. Madenoğlu continued his career as Undersecretary of the State Planning Organization from 2009 to 2011, as Undersecretary of the Ministry of Development from 2011 to 2014 and as Undersecretary of the Prime Ministry from October 2014 to June 2016.

Besides these assignments, Mr. Madenoğlu served as the head of the Kyrgyzstan – Turkey Manas University Board of Trustees from 2009 to 2016 and Coordinator of the Istanbul Finance Center from 2009 to 2014.

Mr. Madenoğlu coordinated the UN Millennium Development Goals 2010 Turkey Report and carried out the European Union Project on “Integration of the Sustainable Development Principles into Sectoral Policies”. He presided over the MDG+10 Regional Conference in İstanbul and Global Human Development Forum in 2013.

Moreover, he acted as the Sherpa to Mr. Ali Babacan, Deputy Prime Minister, at the High Level Panel on Global Sustainability organized by the Secretary General of the United Nations in 2010.

He coordinated the preparation process and drafting of the Report on Turkey, for the United Nations Sustainable Development Conference (RIO + 20) held in Rio de Janeiro, Brazil in 2012.

Ambassador Madenoğlu represented Turkey at the Open Working Group on Sustainable Development Goals of the United Nations in 2013 and 2014.

Ambassador Madenoğlu has been serving as the Permanent Representative of Turkey to the World Trade Organization since 15 November 2016.


Kemal Madenoğlu is married and has three children.
